"Wild Thing" singer Reg Presley dies in UK - report

(Reuters) - Reg Presley, the lead singer of 1960s British rock band The Troggs, who scored a hit with the love anthem "Wild Thing," was reported to have died at his home in England on Monday after a battle with cancer. He was 71.

"He passed away peacefully at home and myself, my brother and our mother were with him. We're absolutely heartbroken," Presley's daughter Karen was quoted as telling the London-based World Entertainment News Network (WENN).

Presley announced in January 2012 that he had been diagnosed with lung cancer after falling ill during a performance in Germany. He began chemotherapy and announced his retirement from the band at the time.

Presley's publicist did not immediately return calls seeking confirmation of his death on Monday.

The singer's friend and music publicist Keith Altham posted on Facebook on Monday that Presley had suffered several strokes recently.

"He was one very real person in a sometimes very unreal world," Altham said. "Our thoughts are with his wife Brenda and the family and those legion of fans who loved his music and his band. I will miss him hugely."

The Troggs catapulted onto the rock'n'roll scene with "Wild Thing" in 1966, making them one of Britain's most successful garage rock acts of the era.

"Wild Thing," which was written by American songwriter Chip Taylor, topped the charts in the United States and reached No. 2 in Britain.

Presley penned hits "With a Girl Like You" in 1966 and the band's final big hit, "Love Is All Around," in 1967.

"Love Is All Around" was later covered by the Scottish band Wet Wet Wet in 1994 and lodged itself at the top of the British charts for some 15 weeks.

Boy Scouts councils: Don't make hasty decision on gays

A coalition of Boy Scouts councils representing some 540,000 youth asked the national organization on Monday to hold off on determining whether to end the controversial policy banning gay Scouts and leaders, saying it was concerned about the executives? fast pace on a decision that can?t be ?undone.?

The Boy Scouts of America's announcement last week that it may eliminate the exclusion of gays from membership at the national level, leaving the decision to its local units, has?led to some soul-searching and a lot of questions among Scouting families and their chartering organizations. Some families have indicated they may leave if the ban is lifted, but many have welcomed a change they feel was long overdue.

The Scouts' began National Executive Board and Committee meetings on Monday, and a decision on the gay ban is expected Wednesday.

The coalition of 33 Boy Scouts councils representing some 540,000 youth, or 20 percent of the organization?s 2.6 million active Scouts, has ?united to express our concern about the pace at which such actions are being taken,? according to a statement posted on the website of the Utah-based Great Salt Lake Council. ??? we request that a final vote on this policy reversal be delayed to allow other stakeholder?s voices to be heard and a more thorough analysis of the impact on local councils.?

The decision comes just seven months after the organization said it was sticking with the policy following a confidential two-year review of the disputed membership guidelines. That review was announced months after?Jennifer Tyrrell was dismissed from her post?as leader of her son?s Tiger Cubs den because she is a lesbian, and a few months before California teen?Ryan Andresen was denied his Eagle award?because he is gay.

Both cases made national headlines for several weeks, roiling the private youth organization. Some critics pointed to declining membership numbers as a sign that families were being turned off over the issue.

The coalition, though, said: ?While we understand the urge to support those councils who feel that the current policies negatively impact their ability to remain viable we also think that equal support and consideration should be given to those councils whose ability to remain viable will be impacted by adopting the new policy.?

It said the proposed policy ?flies in direct contradiction? to the results of the two-year review and noted: ?Time must be allowed for accurate polling data to be collected from stakeholders at all levels and all areas in an unbiased way. The voices of existing chartered partners and financial contributors must be heard alongside those of our volunteer leaders and the parents who entrust their children to us. This is a decision which cannot be ?undone.??

'Gravely distressed': Religion looms large over Boy Scouts decision on gays?

The Great Salt Lake Council also said that it explicitly opposed any changes to the current membership policy without open discussion and deliberation with the various individuals who make up the organization.

When asked for comment about the positions of the coalition and the Great Salt Lake Council, BSA spokesman Deron Smith said in an email: ?We recognize, deeply respect and appreciate the sincere beliefs about this issue.?

Advocates on both sides of the issue have stepped up their campaigns ahead of the BSA's final decision: They?ve encouraged their backers to?make their voices heard through a phone-in and email deluge, a conservative group, the Family Research Council, said that it and 41 other groups ran a newspaper ad on Monday asking the BSA not to change the policy, and some conservative religious groups have urged their supporters to join in prayer to ask the board not to accept gays.

Tyrrell, of Bridgeport, Ohio, and Ryan Andresen?s father were among a group that delivered petitions to the Boy Scouts' headquarters in Texas?on Monday bearing more than one million signatures calling for an end to the policy.

?It?s crucial because they are in the middle of making this potentially historical decision,? Tyrrell, 33, a mother of four children, told NBC News after delivering four boxes filled with the petitions and additional comments to a Boy Scouts' representative. The group had heard the organization has been receiving ?a lot of negative feedback? from religious groups and wanted to provide the petitions so the BSA could see that ?there are many people that support this and want this.?

?There are 1.4 million Americans that have signed petitions supporting the change in BSA policy,? said Andresen, 52, of Moraga, Calif. ?That?s quite a statement. ? that?s a lot of people supporting change.?

Tyrrell and other advocates have previously delivered some of the petitions, which Smith said the BSA had accepted, too. ?The BSA has received a great deal of feedback from a variety of viewpoints and we appreciate everyone sharing their perspective on this issue,? he wrote.

Andresen?s son, Ryan, 18, is still hoping he will receive Scouting?s highest ranking, the Eagle award, though the journey has done a lot of damage to him emotionally, said Eric Andresen, who resigned as the committee chair of his son?s troop after the problems began. One of the family?s main objectives was to help others, such as boys who may still be hiding in the closet.

?I?m hoping that the board continues to do what?s right and deliberate this week and make the decision that we hope they?re going to make,? he said. ?If they don?t, we?ll be back.?

Analysis - Global business groups oppose UK class-action proposal

NEW YORK (Reuters) - A groundbreaking proposal in Britain making it easier to bring antitrust class actions has business groups worldwide fearful that London will become a centre for litigation abuses.

Last week, Britain's government proposed a system of "collective actions" that would allow individuals and businesses be part of a class of plaintiffs even if they do not participate in the lawsuit. The proposal, which has yet to be drafted into legislation, would make it easier for individuals and small businesses to recoup damages from price-fixing cases.

The proposal would move Britain closer to the American class-action system, which Europeans have long resisted and derided for what they call its excesses. Under the current system in Britain, all members of a collective action must actively opt into a case and participate.

The government said changes are needed because it has become too costly to bring private lawsuits alleging anti-competitive behaviour.

"What is needed from government is to create the legal framework that will empower individual consumers and businesses to represent their own interests," wrote Britain's business minister Vince Cable in a paper outlining the government's proposal.

CHAMPION AND CRITIC

Cable, a Liberal Democrat in Conservative Party Prime Minister David Cameron's coalition government, is seen as a champion of the average citizen and a critic of the financial sector. Cameron has not publicly commented on the proposal.

Business groups in Britain and abroad have already lambasted the proposal. Confederation of British Industry Chief Policy Director Katja Hall said in a statement the government's proposal had "let the litigation genie out of the bottle by adopting U.S.-style collective actions."

The U.S. Chamber of Commerce Institute for Legal Reform echoed those concerns in a statement, predicting it would bring Britain closer to the "toxic U.S.-style litigation culture" and that it would burden business and hurt consumers.

Between 2005 and 2008, there were only 41 antitrust cases of any kind that reached a judgment, according to the British government. By contrast, there were 677 private antitrust lawsuits filed in the United States last year alone, according to statistics compiled by the Administrative Office of the United States Courts.

The government stressed it wanted to guard against "frivolous or unmeritorious litigation." The proposal would not allow two basic features of the American class-action antitrust practice: contingency fees which allow plaintiffs' lawyers to earn around a third of damages collected in many lawsuits; and treble damages which automatically triple damages under U.S. antitrust law.

Taking away those elements will make Britain "less attractive" to some American trial lawyers thinking of moving to London, said Jon Lawrence, a litigator at the London corporate law firm Freshfields Bruckhaus Deringer.

'LOSER PAYS' RULE

The proposal also keeps Britain's "loser pays" rule that makes those who bring unsuccessful cases pay the other side's costs. Few small businesses will want to risk losing, said Robert Lande, a law professor at the University of Baltimore School of Law who specializes in antitrust.

Another element of the British proposal that could discourage American class-action attorneys is a judicial test to assess the adequacy of the representative plaintiff, said Vincent Smith, a partner at the London law firm Sheppard & Smith. The goal of the provision, according to the government, is to prevent unmeritorious lawsuits from going forward.

American class-action attorneys who are used to choosing their own clients without a high degree of scrutiny will have to be prepared to change how they operate, Smith said.

"They will need to think hard before they dip their toes in and harder before they take a swim," Smith said.

Many have described the British government's proposal as a radical departure from the current system, and some lawyers said they expect the government eventually to take more steps to make the system friendlier to plaintiffs.

Michael Hausfeld, one of a few American plaintiffs' lawyers with operations in London, said he was "cautiously optimistic" about business opportunities for his firm under the plan.

Hausfeld played down the prohibition against contingency fees and treble damages. He noted that Britain allows for plaintiffs to collect interest on damages accrued prior to a judgment, which could help make up for the lack of treble damages.

He also noted that under Britain's rules, successful lawyers can seek a multiplier of their regular hourly fees.

But Hausfeld suggested the biggest victory to come from the proposal may be a shift in thinking about the value of class actions. He said he first raised the idea of introducing more American-style class actions in Britain 13 years ago at a gathering of parliamentarians and lawyers.

"We were called nutters," Hausfeld said.

RPT-Wall St Week Ahead: 'Great Rotation'- A Wall Street fairy tale?

NEW YORK, Feb 3 (Reuters) - Wall Street's current jubilant

narrative is that a rush into stocks by small investors has

sparked a "great rotation" out of bonds and into equities that

will power the bull market to new heights.

That sounds good, but there is a snag: The evidence for this

is a few weeks of bullish fund flows that are hardly unusual for

January.

Late-stage bull markets are typically marked by an influx of

small investors coming late to the party - such as when your

waiter starts giving you stock tips. For that to happen you need

a good story. The "great rotation," with its monumental tone, is

the perfect narrative to make you feel like you're missing out.

Even if something approaching a "great rotation" has begun,

it is not necessarily bullish for markets. Those who think they

are early to the party may actually be arriving late.

Investors pumped $20.7 billion into stocks in the first four

weeks of the year, the strongest four-week run since April 2000,

according to Lipper. But that pales in comparison with the $410

billion yanked from those funds since the start of 2008.

"I'm not sure you want to take a couple of weeks and

extrapolate it into whatever trend you want," said Tobias

Levkovich, chief U.S. equity strategist at Citigroup. "We have

had instances where equity flows have picked up in the last two,

three, four years when markets have picked up. They've generally

not been signals of a continuation of that trend."

The S&P 500 rose 5 percent in January, its best month since

October 2011 and its best January since 1997, driving

speculation that retail investors were flooding back into the

stock market.

Heading into another busy week of earnings, the equity

market is knocking on the door of all-time highs due to positive

sentiment in stocks, and that cannot be ignored entirely. The

Standard & Poor's 500 Index ended the week about 4

percent from an all-time high touched in October 2007.

This week will bring results from insurers Allstate

and The Hartford, as well as from Walt Disney,

Coca-Cola Enterprises and Visa.

But a comparison of flows in January, a seasonal strong

month for the stock market, shows that this January, while

strong, is not that unusual. In January 2011, investors moved

$23.9 billion into stock funds and $28.6 billion in 2006, but

neither foreshadowed massive inflows the rest of that year.

Furthermore, in 2006 the market gained more than 13 percent

while in 2011 it was flat.

Strong inflows in January can occur for a number of reasons.

There were a lot of special dividends issued in December that

need reinvesting, and some of the funds raised in December

tax-selling also find their way back into the market.

During the height of the tech bubble in 2000, when retail

investors were really embracing stocks, a staggering $42.7

billion flowed into equities in January of that year, double the

amount that flowed in this January. That didn't end well, as

stocks peaked in March of that year before dropping over the

next two-plus years.

MOM AND POP STILL WARY

Arguing against a "great rotation" is not necessarily a

bearish argument against stocks. The stock market has done well

since the crisis. Despite the huge outflows, the S&P 500 has

risen more than 120 percent since March 2009 on a slowly

improving economy and corporate earnings.

This earnings season, a majority of S&P 500 companies are

beating earnings forecast. That's also the case for revenue,

which is a departure from the previous two reporting periods

where less than 50 percent of companies beat revenue

expectations, according to Thomson Reuters data.

Meanwhile, those on the front lines say mom and pop

investors are still wary of equities after the financial crisis.

"A lot of people I talk to are very reluctant to make an

emotional commitment to the stock market and regardless of

income activity in January, I think that's still the case," said

David Joy, chief market strategist at Columbia Management

Advisors in Boston, where he helps oversee $571 billion.

Joy, speaking from a conference in Phoenix, says most of the

people asking him about the "great rotation" are fund management

industry insiders who are interested in the extra business a

flood of stock investors would bring.

He also pointed out that flows into bond funds were positive

in the month of January, hardly an indication of a rotation.

Citi's Levkovich also argues that bond investors are

unlikely to give up a 30-year rally in bonds so quickly. He said

stocks only began to see consistent outflows 26 months after the

tech bubble burst in March 2000. By that reading it could be

another year before a serious rotation begins.

On top of that, substantial flows continue to make their way

into bonds, even if it isn't low-yielding government debt.

January 2013 was the second best January on record for the

issuance of U.S high-grade debt, with $111.725 billion issued

during the month, according to International Finance Review.

Bill Gross, who runs the $285 billion Pimco Total Return

Fund, the world's largest bond fund, commented on Twitter on

Thursday that "January flows at Pimco show few signs of

bond/stock rotation," adding that cash and money markets may be

the source of inflows into stocks.

Indeed, the evidence suggests some of the money that went

into stock funds in January came from money markets after a

period in December when investors, worried about the budget

uncertainty in Washington, started parking money in late 2012.

Data from iMoneyNet shows investors placed $123 billion in

money market funds in the last two months of the year. In two

weeks in January, investors withdrew $31.45 billion of that, the

most since March 2012. But later in the month money actually

started flowing back.

ALBURGH, Vt. (AP) ? It took months for anyone to discover that an eccentric man known simply as Radkin had died, crushed under a tractor-pulled horse trailer on his property on the shores of Lake Champlain in northern Vermont. But it didn?t take long for looters to ransack the hoarder?s dilapidated house, police say, hauling off antiques, a vehicle, scrap metal and more than $200,000 in gold coins.

Four people, including at least one whom police suspect knew the 66-year-old Radkin, are facing charges of stealing the coins and cashing them in at coin and jewelry stores. Police expect to make more arrests.

?We?ve been watching the looters come and go,? said John Fleury of Enosburgh, who has a camp across Route 2 from Radkin?s property in Alburgh, which used to belong to the family of Fleury?s wife.

He said no one called the police because no was concerned.

The property includes a dilapidated brick house and outbuildings full to the brim with stuff.

?What it is is a hoarder?s house,? said Vermont State Police Sgt. Morris Lamothe, who is investigating the burglaries. ?The exterior is covered in outbuildings, cars, trailers and everyone one of them is full, I mean full to the top. I had never been in a hoarder?s house prior to this. The rooms, you can?t walk through them, you can?t walk through any of them.?

Charged are Ricky Benjamin, 35, and Mark Mumley, 52, both of Alburgh, and Shawn Farrell, 41, of Swanton, who have significant prior records, Lamothe said. Mumley is being held on $75,000 and Benjamin was released on bail. A fourth suspect was released after being issued a citation.

Police said Thursday the defendants sold coins ranging in value from $350 to $1,800 to coin and jewelry dealers in another county after allegedly claiming they?d inherited the coins.

But the number of coins coming in was a red flag for one dealer, who called police in September.

So far, investigators say they?ve recovered $5,000 in coins, which are British sovereign coins.

A friend of Radkin wasn?t surprised that he had the coins.

?I?m surprised by how much he had,? said Van Powell, mechanical shop manager for the Shelburne Shipyard, where Radkin once worked and adjacent to where he used to live.

?Radkin was inclined to acquire stuff whether he needed it or not. At one point he had five or six MGs, none of them running,? he said of the property on Shelburne Point, where Radkin had served as a caretaker. ?He had multiple tractors, trucks. He had at least 20 or 30 vehicles; some of them would run, most of them didn?t. He had at one point six or seven pianos and he just kept them in the front yard of his house covered with canvasses and I just thought that was odd because he was quite a good musician. He would play the trumpet and the piano.?

His house was so full of stuff, a person couldn?t really walk through it, Powell said. ?You just had to turn sideways,? he said.

People either loved Radkin or hated him, he said.

Neighbors had feuded with him in Alburgh, where he had been known to run around his property naked, Fluery said.

?Radkin was very, very rude,? he said.

Born Richard A. Burgess in Greenfield, Mass., in 1945, he graduated from Deerfield Academy and later changed his name to just Radkin, and eventually lived as a caretaker on property on Shelburne Point. He worked at Mad River Glen ski area in Fayston at one point. He liked to go to auctions and flea markets.

?He was an unusual fellow, that?s for sure,? Powell said.

Radkin had asked the owner of Shelburne Point, a prime piece of land on Lake Champlain, if he could keep his horse there and eventually built a house on wheels and asked if he could keep it there and live it in.

Willard Jackson said he agreed, with some trepidation. ?For over 20 years, he was the self-appointed caretaker of Shelburne Point and in the process became a legend,? Jackson wrote in an online memorial to Radkin.

Jackson?s son said Radkin was told he needed to find another home when the family decided to subdivide the property. He moved 55 miles north to Alburgh, but it took him a number of years to leave the point, moving small amounts at a time, Van Powell said.

When a friend had not heard from or seen Radkin in a while, he called the sheriff?s department. His body was found crushed under the trailer last March, in an accident that officials believe happened in December 2011. A memorial gathering was held in Shelburne Point in August.

?He was fiercely independent and, in his later years, lived like a pioneer or as Henry David Thoreau did at Walden Pond. He hardly ever bought anything and was content to make do with what no one else seemed to want. He was a farmer, mechanic, inventor, engineer, philosopher, concerned citizen and loyal friend,? Jackson said in his memorial.

The property is now being handled by a lawyer. If the price is right, Fleury would consider buying it.

?I?m thinking I?m going to have quite a remodeling job on my hands,? he said.
